Funny, but in this case, Biden and his team weren’t the government, but a candidate. And in the data dump, it was said Trump as both a candidate and elected official did the same thing, only not as frequently. Can you give me some examples of your claim?

a) Biden was already selected leader of the Democrat party, and the Democrat party most definitely was part of the government.

b) Biden's campaign weren't the only Democrats coordinating with Twitter to suppress speech. There were sitting Democrat members of Congress involved as well.

Two wrongs don't make a right.

Here's one, Carpenter Vs. Scott (1983), US Supreme Court:

"An alleged conspiracy to infringe First Amendment rights is not a violation of 1985(3) unless it is proved that the State is involved in the conspiracy..."

And here's a link to the relevant law, where you can note in section 3 that it specifically speaks to preventing "any citizen who is lawfully entitled to vote, from giving his support or advocacy in a legal manner, toward or in favor of the election of any lawfully qualified person as an elector for President or Vice President", which would clearly seem to be the case here.
