People who suggest people of color have trouble getting IDs, or are likely to forget them are just racists.
If anything people of color are more likely to be carrying their ID because they will get hassled more by police and others if they don't have an ID.

If you’re going to fly you KNOW you have to bring your ID. Make it so if you’re going to vote EVERYONE KNOWS you HAVE to bring your ID.

If minorities are full citizens, they must accept full responsibility. That means if a White man can produce valid ID, then so can and must a colored man (or woman).
If somebody has a vehicle or driver’s license, they can obtain an ID for voting.There is no excuse for NOT having voter’s ID.
