If the Russians could do all you claim, they would have done it. They have bombarded rail yards, Dneiper bridges, electric substations, and etc. They have fired over 1000 long range missiles into the Ukrainian rear areas. These missiles have not been particularly effective on the whole, they miss a lot and that old lesson about ones opponent being able to fix or work around damage is being learned again.
And there are way too many targets for the available missiles.
That they havent should tell you that they cant do it.
Militarily it would be idiotic not to. It is not a matter of humanitarian forbearance, a silly idea.
