Well, yeah. They're short of supplies.
During World War One, as the war progressed, Imperial Russia didn't have enough guns for all its troops. So it only gave guns to the front ranks. Men in the rear were told that, as they moved forward, they were to pick up the guns of the fallen troops ahead of them.
Of course, thanks to Biden, the Taliban now has plenty of new, top grade weapons.

Same thing happened at Stalingrad. Every soldier was given five rounds of ammo. Front ranks were also given rifles. Trailing ranks were supposed to pick up rifles of the fallen and advance. NKVD troops at the rear shot anyone who retreated or did not advance.
“So it only gave guns to the front ranks.”
I recall my High School history teacher talking about that. The men behind would be carrying farm implements as weapons. “But don’t worry Ivan. Average time to death for the frontline people is 4 minutes, so you will get a gun soon!”
IIRC, that was the case for WWII as well. Soviets still using horse-mounted charges, animal drawn cannon, etc.
Although it still can be effective I guess. Our troops rode horses alongside Northern Alliance Afghans and attacked the Taliban who had vehicles and machine guns. And we won! (With a lot of help from our air support!!)
