Ga. PD launches 'Shoot to Incapacitate' program

(excerpt) The training is part of a new program launched by the West Georgia agency meant to address some of these questions. The program, called "Shoot to Incapacitate," is challenging decades of police orthodoxy around use of deadly force. Instead of teaching officers to always aim for available center mass of the body — usually the chest, upper torso and head — the training is giving them another option if they must fire their weapons in the line of duty.

The course is the first of its kind in Georgia and could well be a first in the nation. It is teaching officers that in some instances where they are authorized to use deadly force, they have the option to aim for the pelvic region, abdomen, legs and arms of a person posing a threat. The idea is that a gunshot to these areas, while still potentially deadly, could stop the threat while increasing the chance that the wounds will not be fatal.

A five minute review tells most of the story about Police Chief Lou Dekmar. Originally from Oregon, he’s chief of a town that is majority minority with higher than average crime rate. He’s somehow highly lauded federally. Travelled internationally to discuss policing. He’s headed or been involved in several Georgia and federal policing geoups. He also apologized for a lynching that occurrey 70 years ago in the town and has been a supporter of BLM.

Sounds like the record of a bureaucrat. No real successes but look at that resumé.

This is the dumbest idea yet.

More LEOs will quit.

Shoot/Don't Shoot split second decisions are hard enough without this nonsense.

If you don't believe there is a lethal threat, you don't shoot in the first place.

Now they pretend a shot more precise than "stop the threat" is a good policy?

Here’s the really stupid part, IMO, only I can’t figure out if it came from the writer or as a result of talking to the source of this wrong-headed policy.

The head is never taught as part of the “center mass” concept in “shoot to stop the threat” training. The head is too small of a target when shooting a handgun, just like the arms/legs are also too small and too mobile to be targets. “Center mass” is the desired target because a good hit will “stop the threat” while also reducing risk to bystanders.

I’d like to see a simulation set up where officers have to shoot the attacker in the legs and measure how often they hit the legs and stop the attacker. Remember, the officers have only about 2 seconds realistically to get it right or they’re dead.

And what of the shots that miss because the cop had to go for the small moving targets instead of the larger target with less movement? How many innocent kids will get killed by the shots that missed the legs?

Let me just say this:
In the recent case where the girl was shot while trying to stab another girl, the center of mass argument doesn’t work.

The center of mass on the perp would have been her fat ass.

Your suggestion is at one extreme, and not recommended. Emptying a magazine is the other extreme and may not be necessary. The right answer is probably in the middle, but it’s situation dependent and can’t be judged until you face the threat.

I will somewhat agree with some constraint being applied. When police switched from revolvers to semiautomatics like Glocks, the average police shooting round could went from 5-6 to 15-17. That may reflect threat but seems like it may also reflect a training mentality.

Police are trained to keep shooting, rapid fire, until the perp goes down and is visibly no longer a threat.

The first shot may well have been fatal (eventually), but that doesn't matter. The cop will keep shooting as long as the perp is still standing, and a trained person can empty a mag in a few seconds.
