It says any convicted before or after they left office.
Perjury is a felony. Clinton lost his law license because of perjury.
I think he should be the first to lose his lifetime benefits including the shuttering of his Presidential Library.

Maybe you just need catchier titles for these anti-Trump bills. Maybe a little less subtle, too. I mean, everyone can see how unhinged this is making you, why you're so p*ssed - he crossed the machine, and he needs to suffer somehow. These bills need to communicate your fear, your anger, the terminal white-hot angst you have for Bad Orange Man.
