My opinion is that if we can’t fix vote fraud everything else is already lost. The best idea that I have heard is to sue the low level players in civil court. You only need the preponderance of evidence to win, but, and this is the big but. You don’t have to win and you don’t even have to have the case heard. Let the corrupt judges dismiss them like they do the criminal complaints; it really won’t matter. What do you think that mother and daughter team in Georgia would do if they got hit with a 3 million dollar lawsuit? These suits don’t just disappear you have to go through a whole bunch of crap before it ever even gets to court. Your legal fees mount up and (from first hand experience) you’re scared. File against everyone that you have any evidence participated and pretty soon you won’t have anyone to stuff those ballots into the machines at 3am anymore. The software must have paper ballots to back up the numbers in case of a recount. If everyone is afraid of getting sued they will refuse to participate. And, if you actually win a case there are monetary damages awarded.
If anyone has come forward and signed an affidavit about fraud, chase it down. Sue anyone they say was involved. This will make them sit up and take notice.

While I agree with everything you posted (I'm not a lawyer), IMHO it would require tactical lawfare and a long term strategic plan that I just don't see right now.
