LBANY – Gov. Andrew M. Cuomo on Tuesday unveiled a state budget plan that calls for big spending on education, health care, social services and big tax caps for certain sectors especially hard hit by the Covid-19 pandemic and economic closure orders.
But, there’s a catch: The ideas will become reality only if the incoming Biden administration and Congress provide the state with a direct aid package totaling $15 billion. If not, big cuts and tax hikes and borrowing are coming, Cuomo warned as he was set to release his 2021-22 state budget plan.

I imagine Biden will be forced to bail out California and New York, probably around 40 billion for starters.

We are over 25 trillion and counting, in the official national debt, and tens of trillions more in unfunded liabilities.
I sadly expect this Democrat Congress and President, to pass a covid relief bill specifically to bail out state and local governments. The reason given will be that these states and localities would face huge deficits of their own otherwise. What will be left unsaid, is that the deficits in the states was largely caused by these Democrats shutting down their economies, so that tax revenue from economic activity dried up.
If I recall correctly, such spending measures go through “reconciliation” in the Senate, meaning they won’t be subjected to filibusters. Which in effect means that Kamala will pass the tie breaking vote in the Senate to pass such legislation.
Whatever happened to the national debt ceiling anyway? I recall there had been stress about votes to increase the debt ceiling. Apparently the debt ceiling doesn’t matter anymore, as so many trillions have been spent on Covid relief, with more to come, that any legal ceiling on government borrowing is apparently no longer in effect.
