He RED LINED THE BILL
A genius move.
Basically he made a bunch of proposed changes (get rid of foreign junk, increase to $2000 per person etc) to the bill and signed that version. If Congress wants to pass the bill they have to accept the changes.

Otherwise, congress has to reject the changes, in which case they will be the ones holding it up. Basically putting the ball back into their court.

I have seen this done in business contracts as a way of psychological pressure, but Trump did this well. The MSM fell for the bait and reported that he “signed” it, making it even more harder for congress to reject it.

You might want to look into the 1998 SC decision where they ruled redlining illegal. So the red lines don’t mean jack. All that matters is he signed Nancy pork bill.

‘ (b) Requirement to make available for obligation
Any amount of budget authority proposed to be rescinded or that is to be reserved as set forth in such special message shall be made available for obligation unless, within the prescribed 45-day period, the Congress has completed action on a rescission bill rescinding all or part of the amount proposed to be rescinded or that is to be reserved. Funds made available for obligation under this procedure may not be proposed for rescission again.“
