“How does one refuse a subpeona?”

No one automatically needs to comply with a subpoena. You can refuse it, and then go to court to see if a judge will require you to comply or not. You might argue, for example, that the documents requested are protected by a public law, or attorney-client privilege or any one of a number of other reasons.

In this case....not sure how Maricopa County can refuse to work with the state legislature. Seems to me the state legislature has a pretty big hammer to hit the county with if they continue to refuse.

And the Big Question: WHY would they refuse if they actually are trying to run a clean election?
