It's not hypothetical. It's just a next stepping stone, which is what brought it to mind, especially where the deep-blue states are concerned. China is already invested in American computer and tech companies for the purpose of stealing tech and military secrets.
They have also donated massively to elite (blue state) American universities for tech and medical espionage and have been influencing the curriculum. They have been buying politicians to bend and change our immigration and foreign-visitor policies for the same purposes.
