Biden 38.5%

Its not really fair to the national bellwether Vigo County in IN. Or FL which is a true national bellwether.

That wouldn't be a problem. The problem is if they go to New Hampshire. The answer top how many Massachusetts college students will vote in NH? Not as many as in a non CCP Virus year.

If all registered voters in a jurisdiction vote, the results can be tallied in New Hampshire. It is like Florida on a much smaller scale
