Harris, Dallas, Travis, Bexar and Jefferson counties will not go repub. The big cities have a lot of illegals and homeless that vote multiple times and Jefferson (Beaumont) is full of unions and lawyers.
Trump won Jefferson (barely) in 2016. But the rest of the counties you mentioned, and El Paso, will stay blue.
