The prosecutor has so wildly over charged that the legitimate charge of being under age for carrying a rifle likely won’t even stick.

Problem is that charge is not even legitimate.

He would have been underage to carry a short barreled shotgun or rifle. But for a regular rifle open carry, which was what he was carrying, the age is 16.
