Well, having a reading test did hurt those who couldn’t read, but at the same time, I would say give those who can’t read some schooling and maybe an accommodation if dyslexic.
The filibuster is much older than the Jim Crow laws (enacted in the post-Civil War era to keep black people “in their place,” as local whites perceived it, after slavery was gone). The US Senate website doesn’t give an exact date for the start but it clearly goes back to before 1841 (and the House used to allow filibusters too).
