It is simple. USA President No: 1 STATES Governor No:2 and State Governor is higher than City Mayor.
Trump should limited Martial Law in the DAs city... Mayor and DA can mull over the level down to which the level of Arests arise from.. When Federal Government assumes Jurisdiction (martial Law) they TRUMP States and Local laws and Federal Law is put into effect

I don’t believe this application of the law is necessary. These agents are just members of the DHS that protect federal buildings every day. They are technically the same people that run you through the metal detectors when you enter a federal building.

A few months ago, I saw some field members of the Federal Protective Service up close and wearing their uniforms. Having a fairly good training background myself from long ago, I could see that they were very physically trained--very hardened. President Trump was right about them. They're not a fashion show like so many others. They're for real.

There was a movie called designated survivor, in it I believe he arrested the governor when they were challenging his authority.
