If by 'they' you are referring to state and local law enforcement then yes, they can do something about it. If you are referring to the federal government then no, they don't have the authority unless requested by the governor of the state.
Here is your setup for CW2. States refuse to protect citizens and deliberately persecute the people of the wrong color. Next is the states refuse to comply with Federal regulations and Federal statutes. There is your open rebellion. I think we are damn close to that. Watch after Trump wins in November, succession talk begins and some states actually vote for it and begin to expel Republican members of their state government legislatures. Federal troops are dispatched..Supreme Court intercedes, Trump ignores them and then expels Democrat members as seditionists. The military proclaims fielty to the President and we have a real sh*t storm. I think we are about to see the black population go from 12% down to less than 5% as they side with the insurrection. We are at a crisis not seen since 1775 or 1860.
