She is executive ordering retailers or THEY get fined the $500 for each person not complying. Whitless is making stores and restaurants be the enforcers AND she is depending on a troop of Karens to snitch.
Exactly right. She has NO legal power to do this to the people.
AND the fine is unconstitutionally excessive.
