i would wag that this is some kind of legal artifice.
if trump is behind this, then someone is needed who has some street cred so journalists can run with the story, but who is shady enough that he is allowed a fig leaf by the journalists to protect his identity. the story leaks, and festers. doubt is planted in the public consciousness. a few more leaks like this, and it would be death by a thousand cuts to whoever the targeted DS politicians are.
