That suggests people are not going to the hospital and therefore must have mild cases not requiring hospitalization. I presume people get tested because they are feeling ill.

What about the 36K that each Hospital receives per positive test? This perverse Incentive alone ensures some hospitals will pursue self interest and declare everything a positive!
This increase in testing is going on in basically every county in California.
The news paper articles are playing up the increase in people with the virus versus the decrease in % of people with the disease as shown by the CDC chart below:

The fatality rate is about .25%...mostly end of life patients.
