Sure, why not? This is their plan (seriously):

— County mental health professionals sent to mental health calls, not police officers.

– Using fire department EMTs to respond to opioid overdose calls.

– The use of “unarmed, community-oriented street teams” on weekend nights downtown “to focus on de-escalation.”

– Traffic enforcement turned over to cameras and potentially parking enforcement teams.

– And while there was no specific reference made to plans for handling violent crime, Fletcher says the council would “invest in cultural competency and mental health training, de-escalation and conflict resolution.”

It isn’t actually that unpresidented for cities to disband police departments, but usually, I think it is because they can’t afford them. They then enter into a contract with another agency, state police, sheriff’s department, or a neighboring city for policing. The problem with that is, the contract city loses a lot of control over the policies governing the cops. The other thing is, the agency will often hire most of the cops from the city because they can’t fill the manpower need.

Minneapolis is a pretty big town. I’m sure they have their share of rape, murder and robberies. They are going to use conflict resolution? This is going to be the purge. God help the innocent folks in this mad house.

I almost agree with that. My position would be for one police officer to have a non-lethal weapon ready.

“– Using fire department EMTs to respond to opioid overdose calls.”

In many places emergency units to pubic housing and some neighborhoods are accompanied by police to protect the EMTs and to make sure nobody loots the ambulance.

“– The use of “unarmed, community-oriented street teams” on weekend nights downtown “to focus on de-escalation.”

When that starts out as a major fail, we most likely will never hear about it.

I doubt "county mental health professionals", fire department and EMS would think well of their new roles at all. Going into sketchy calls without police protection would be a non-starter. EMS also tends to have some high powered drugs with them and would be targets for theft and robbery. I would expect an exodus of personnel out of those services.

Sylvester Stallone's Demolition Man was a movie, not an instructional video for crying out loud.
