I have noticed in several cites “protestors” with their hands up slowly walking to within arms reach of the police lines. Police push them back and they pretend to be hurt or offended. It is simply an attempt to provoke the cops, calculated and coached.

You are right. The Police need to develop counters for it. These are professionals. They are not amateurs. And they are disciplined. Oh, they may have some of their bullet stoppers out there, but the actors know what they ate doing to get the desired response.
