Yes, but federal occupation comes in when state/local authorities have totally lost control. Which is increasingly the case in most deep blue states/cities.
I agree, looters and arsonists need to be shot on sight, but preferably by NG troops. Yes, I agree. It can’t go more than a day without Federal Troops.
