This appears to go to the "how" Floyd wound up on the ground (stiffened and fell to the ground) as well as the "why" the cops pinned him to the ground (at least two of them thought Excited Delirium was occurring).

It also mentions he was yelling he couldn’t breathe long before they got him on the ground.

And he refused to getting in the squad car because he claimed he was claustrophobic. This was 5 minutes after he was pulled out of another car he was sitting in. Drugs.
