A rodeo seems like a fitting place to “grab the bull by the horns.”
But all the polls say most Americans are too scared to even go to the pub. LOL
Good for Shasta County! And most of them are probably armed...LOL...so Id say theyll get left alone by the wimps from Sacramento.

No, not if it were up to me. But I would publicize the bump and not hide it, and leave it to people to decide how much to do in the way of precautions.
As an older person (although in fairly good health), I would be more concerned than I'd expect a younger person to be. I would likely wear a mask in enclosed spaces for an extra month or two after cases dropped significantly. But that's me. If they were rising, I'd expect more people to do it.
But, as I suspect you're thinking, many of these edicts are ridiculous. No camping? Restrictions on going to a place you own in a rural setting? No church with social distancing, but a liquor store is ok? Make suggestions, give people info, and let them decide what they'll do.
The entire state of Georgia already did that, 2 weeks ago.
How often does the wheel have to be re-invented before we accept that it may work properly?

And that's great news!
Think about the political situation of the governors--it costs them nothing to be over-cautious, not risking blame for contagion--so, it's going to be public initiative that is going to decide the matter.
Most of the less densely populated parts of the country are probably good to go, but their governors are afraid. People will open up, and the governors will have to let them, or lose their offices if they are too harsh. And, that's a good thing.
That said, I don't think NYC is ready to open up at the moment. But, maybe with population wide testing to figure out how many people have been exposed, it soon will be. I think 2 to 3 weeks.
Now, Illinois is another story. You've got a power-mad Governor Pritzker, and a densely populated Chicago, with the balance of the state probably ready right now.
The ramp up is going to come from below, not above.
For literally a week or more it was practically 24 hour coverage of the people during spring break on the beaches in Florida and how they were all going to die. I have yet to hear one follow up report by any media outlet about all the deaths in infections these people caused. Knowing how the press operates today if they could find one we wouldve heard about it by now.
None that I heard of. If there had been any it would have been wall to wall news

About those active cases they basically are saying no one has recovered. There is a huge discrepancy in recovered cases. Humboldt has 57 cases of wich 54 have received. Most of California is not reporting recoveries. Why?
Most of these governors and politicians as a whole, are slick, city-dwellers who have never seen a forest, mountains, rolling meadows, farms, ranch land, or sunshine... except on television.
Not those of us do horse and rodeo stuff. Cowboy Up is our answer to most everything.
