I though Flynn plead guilty, and was trying to vacate the plea. Not sure how the feds can simply drop the case once the plea is entered.
They did this in the Black Panther polling site intimidation case at the beginning of the Obama administration.
Dropped the case after they had pled guilty.

OK, but I think the judge has to sign off on the dismissal.
