Yes and No.
Virginia had it's current situation litigated via redistricting before the last election to make it nearly impossible for the Democrats to lose control.
The redistricting was part of a national project funded by Bloomberg, Soros, Steyer and directed by people like Eric Holder.
Other states are being lined up for the same treatment, including North Carolina and Ohio.

You are so right on your observation. Manufactured crisis, with Chinese help,(paid for by Fauci), never to let this go to waste. It was not evident, at first, that the coup had spread to the NIH, CDC, DHS, etc. But it is becoming clearer that the fix was in from the start.
Timed to follow the Impeachment folly.
