The bay area of San Francisco just started enforcing a mandatory face covering order today 22 April - earth 🌎 day ! So being a good little robot , I put one N95 in my boda bag that I carry on my bicycle rides just in case I need to go to a store I asked the wife how long she thought this nonsense will go on and she thought it would be a couple months

In various places, authorities are now making masks mandatory, even if they are home-made and of questionable efficacy. But just a few weeks ago, people like the Surgeon General of the United States were requesting that citizens NOT wear masks.
The left is trying to blame the entire corona virus situation on Trump, but he was relying on the CDC and people like Fauci for advice. Are there no people in the MSM who will have the basic honesty to admit that it was the health experts who got a lot of things wrong, and that their advice has changed radically over the last two months?

Since when does a judge get to issue such rulings?
Its not a judicial ruling. It is a policy enacted by an elected official who is chief executive of the county. To be clear, it's not a law that has been proposed, debated, passed by the legislature and signed by the governor and, as you note, it's not a judicial ruling or a verdict with the force of law. So it must be a command, an edict, a mandate, a dictate, an unchallenged "policy decision), a wet dream of some judge with "good intentions" and who "cares about people" and who thinks it's a "good idea". What a state! What a country!

Here in NY (other than NYC area), I have been noticing what percentage of people at Walmart wear masks. I didn’t, then I did.
I would tell my wife upon return that I thought about 40% were wearing masks. Customers and employees. This seemed to maintain for a couple weeks.
Yesterday, I went to Walmart, a few days after Governor Cuomo issues executive order on masks. More of a “plea” than an “order”. (The RIGHT way to do it, by the way)
I did not see ONE person, customers or employee, NOT wearing a mask. NOT ONE!
The wrong conclusion to make here is that this was due to people “obeying Cuomo’s “order””.
The correct conclusion would be that people are “VOLUNTARILY” agreeing to wear masks. There were no signs, no one “enforcing” anything to do with masks.
And... THERE IS NOTHING WRONG WITH THAT!
