So the idea here is they break it up into 5 groups and set a limit of no more than 20% of weekly shoppers on any given day. They’re trying to even things out and avoid peak on weekends.

On paper.

The psychological effect this has is that people will now go every single time they’re ABLE to go, for fear that if they miss one day, then it will be 10 days between trips.

As a result, those who shop only once every 7 days will now go every 5 days. This is the opposite of the desired effect.

But the bureaucrats know best.

Pretty much.
No one really likes going to the groceries, but if you put people in a situation where they are going to starve if they miss their designated day for any reason, then of course they are going to buy more than they need and hoard food.
Not to mention it won't work anyways. Does anyone care if the person they contracted coronavirus from has a name ending with a “Z” or an “A”?
