You can bet, based on their statements and policies given to hospitals that all of it was put down as COVID, regardless of whether it was seasonal flu, pneumonia, or another respiratory problem.

Reread the sources, not the headlines. The CDC guidance says no such thing. Folks are getting hysterical and letting hype imprint over what is actually in print.

Birx stated it clearly. Also, many hospital staff including NYC are reporting that they have been briefed on putting down CV as cause of death, even if it was only peripheral to the actual cause of death. Pumping up the death count for CV will paint a false narrative that only prolongs the panic.
