Part of the whole Chinese "face" thing (saving face, don't lose face, etc.) is never accepting blame for anything. Admitting something your fault is losing face.
That's why the Chinese are so big on getting people they don't like politically to "admit their crimes" in public. That's why during the cultural revolution they paraded people around wearing dunce caps and carrying posters bearing their own names with big X's crossing out the words. It was all meant to make those being punished lose face. In some cases, they took them out and shot them after parading them around like this.
