Those are awarded delegates to the state convention. In the Iowa D caucuses, it is not the raw votes that matter, it is delegates to the state convention that you get. Not unlike the Electoral College (isn't that ironic, considering how the Ds hate the EC)
Each precinct gets delegates based on turnout in the previous election. So for example if Bernie got a whole bunch of people to vote for him in a very Republican precinct, he gets a lot of votes, but not many delegates.
