The thinking here (I’m assuming) is, it’s better to have them corralled altogether in one big area with porta-potties, than sleeping & pooing on sidewalks in front of businesses all over town.

How do you force them to go?

The FEMA camp area will have enticements in the form of services-— toilets, food handouts, mental health and job counseling, and probably free needles for addicts.
Nevertheless the Governor will be accused of “imprisoning” the homeless in “concentration camps” and “violating their civil rights,” too. You can bet on it.

It’s highly unlikely anyone will be arrested for refusing to go there. They’ve already decided vagrancy laws are unconstitutional.
