I honestly believe that 99.9% of the billionaire and hundred millionaire set are chosen. Very few people have the innate ability to create a billion dollar fortune on their own, so they are chosen. It almost always takes government connections to make these outsized fortunes, so corruptible people are chosen. They are promised the world, if they comply. They are also promised personal ruin if they resist.
