Some trigger-happy, and overzealous, artillery officer gave an order that could not be called back. There was no “sensitive locality” along the departing flight path of the airliner, and if there were any justice left within the Islamic Republic of Iran, that officer would have be tried and executed by now.
Those were MUSLIMS on that plane, perhaps all of whom were Shi’ite, and THAT is sinful in the eyes of the ayatollahs.

You are correct. There are standard departures procedures which pilots follow with exactness. Since this was a time of heightened tensions I assure you those pilots were following those departure procedures with exact precession. That 737 was climbing out and away from Tehran. Its radar signature was huge. Its radar signature and direction of climb out was total information that it was not a warplane. In addition it would be under Iranian air traffic control. That airplane used standard procedure and would have obeyed any directions from Iranian air traffic control. That aircraft would also be squaking an assigned code given to it by Iranian air traffic control. That code tells one what you are.
Iran is lying but that is most normal.
The whole country is a sensitive, military site!
