It’s the circle game. Making that gesture with the hand below the waist means that if someone notices it, you have the right to punch them in the shoulder. A little immature perhaps, but not “white power.”
The left is devoid of any sense of history. It is why they regularly go Red Guard on the existing culture.
At one time, it was just the circle game.
But now, teens and early-20-somethings have heard the “joke” (not a funny one) that it’s a white supremacist symbol, so they walk around flashing each other sarcastically.
At least, that’s what young people have told me is happening.
What they’re doing is equivalent to what my generation did many years ago when we’d flip each other the “bird,” even in photos - it’s called being young and stupid.

Used to do something somewhat related when I was a kid - asked a guy if he ever tried a “Hertz Doughnut”. When he says “no”, you punch him in the shoulder and say “Hertz, doughnut?” (”Hurts, don’t it?”).
So if you're part of that "game" and you show someone that picture and say, "hey, look at this", and you look - you take a shot to the arm.
That's all it is. That's all it's ever been - just a game.
