Currently, there are dozens of means-tested benefit programs, administered by dozens of agencies, making it easier to bury the total value of benefits a person gets.
What’s needed is to merge all these programs into one agency, institute a dollar cap, and require biometric identification to get any benefit, to include iris scan and facial scan. Fingerprints too.
