They may not have the time to try to change the rule retroactively. The hearings are supposed to end today, which is why Nunes filed his request today. According to the rule, the request must be made while the hearing is in progress.

I don't think Pelosi will have the time to schedule a House debate and then the vote, since the Republicans have the right to invoke the rule now.

But, anything is possible in Pelosi's "Wheelhouse."

Of course, the problem will still be that if they issue a subpoena for the whistleblower and he refuses to show (or any other hostile witness), presumably there won’t be any recourse apart from enforcement action based on a committee vote, which we know will fail. Same for any questions Schiff refuses to answer if he goes under oath.
