If that is true they can simply VETO the request for delay on the grounds the request is not signed. Done
If they approve the unsigned request then clearly they are forcing the UK to remain a member despite their request to Brexit
If one choose to argue that UK parliament votes supercede the authority of the UK government then the same argument can be made that the will of the UK People supercede the VOTE of their parliament
They will simply say “didn’t you mean to sign this?” and return it back
Or, they can take it as the official letter from the Prime Minister’s office — which it is.
Either Boris should refuse to send it or he should send it - he’s taken the weasel way out.

But, again we see more delay by Parliament.
