Rand Paul’s principals are governed by money. Like his father, he talks a lot of principled, constitutional crap but, votes in the way he sees as retaining his financial backers.
I don’t know his donors, but he’s in Kentucky. That’s not a likely place for a libertarian to win, so my guess is that kentuckians see his consistency. This isn’t new for him.
