It's actually the reasonable libertarian position, which is that Congress shouldn't abdicate its appropriations authority and responsibility and should specifically appropriate the money instead. It's borderline make-believe fairy talish, but it's sort of honest in a quaint naive kind of way.
This is why they say politics makes strange bedfellows. Paul is a libertarian, so voting with his stated principles.
