We see such questions often on FR, yet we are supposed to be more knowledgeable about the Constitution. Members of the House of Representatives are not appointed by governors when there is a vacancy. There must be an election to fill the seat. Only senators are appointed by governors in the event of a vacancy before a term is completed.
