It is worse than that. The House rules were changed weeks later than the whistleleaker complaint, but were then backdated so that the WB complaint would be allowed in the rules change.

So what happened is, the whistleleaker made her complaint. Somebody then did some homework and realized that whistleleakers can’t use hearsay, so they changed the rules allowing it. But the genius forgot to realize that the complaint pre-dated the rules changes, therefore it could not be accepted at the time it was made. So to retroactively allow the whistleleakers foul deed, they then BACKDATED the rules change to before the whistleleakers complaint.

And then they wonder why we want them to go to prison.
