impeachment is a political act, not a legal one I question that. The Constitution is the ONLY source of valid federal acts.
The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors.

The Constitution also says only a natural born citizen may be President and yet the Kenyan from Indonesia was sworn in anyway.
