The spook "whistleblower" first filed a report with the CIA general counsel one week after the Ukraine call.

While it is not clear how the officer became aware that Ms. Elwood had shared the information, he concluded that the C.I.A. was not taking his allegations seriously. That played a factor in his decision to become a whistle-blower, they said. And about two weeks after first submitting his anonymous accusations, he decided to file a whistle-blower complaint to Mr. Atkinson, a step that offers special legal protections, unlike going to a general counsel.

This was a well thought out attack on the President... nothing casual about it.

I opened a NYTIMES acc. just to read this article...to find out who Ms. Elwood is.

per article:

Correction: Sept. 26, 2019
An earlier version of this article misspelled the surname of the C.I.A. general counsel. She is Courtney Simmons Elwood, not Ellwood.

The article gives way more detail than most know...it is the NYTimes I wonder how true ?

There is no way that a government form just changes without a paper trail, to say nothing of the ripple effect, such as changes to the underlying procedures and subsequent distribution
