The citizens of Puerto Rico are overwhelming apathetic with regard to statehood. In the 2017 referendum, only 23% of registered voters participated. The pro-status-quo group boycotted the referendum, and 500,000 blank ballots were later discovered. A completely dysfunctional and corrupt territorial government there.
