I think the movie character, rather than race, is behind the name. As Tom Hagen pointed out ("He's as much a father to me as you or Mike", race had little to nothing to do with it. If it were ethnicity, "Sicilian" would be the logical substitute. "Fredo" is more like "Judas" where the actions overshadow the ethnicity.
