No, it wasn’t Frank Rizzo.
It was Wilson Goode, the first black democrat mayor of Philly that burned down a predominantly black neighborhood.

No, Wilson Goode was mayor of Philly during that torcing of rowhouses, and not Frank Rizzo. Goode was Philly’s first black mayor, a fact which somewhat neutralized da commoonity’s response to the blaze. Had it been Rizzo, the whole city would have been torched.
