The ruling commie Kalis don’t have to obey federal laws but the Needles council will have to obey their rules.

It is just as likely that state employees won’t be
allowed to travel to Needles. Remember, we are talking
about Democrats.

And thereby establish precedent for the Feds (precedent which already exists elsewhere) to compel the state to enforce Federal Law.
I suspect they’ll tread carefully.
