Yeah, I get that. CA is unlikely to fix that problem on its own without federal intervention either the courts or a reciprocity law. I was saying that there was a time when you could get a CCW permit in CA all you needed with a friendly jurisdiction. They changed the law though, so you can’t shop for a sheriff or police chief as you could a decade or more ago.

It’s a side question, but there may be some data available about CCW in California after some of the larger counties liberalized the process. Orange County opened up to ‘will issue’ for a while, and San Diego lost a lawsuit (later won on a bizarre appeal) but afaik are still more liberal. San Bernadino (which I think is where Needles is located) is also liberal on issuance. I’m sure there is no spike in violent crime related to any of this - but would be interesting to see if and how much things have changed in the crime stats.

But year, a Needles resident can probably get a CCW from the Sheriff pretty easily but out of staters are out of luck. Maybe the city can make a deal with the Sheriff to honor out of states but it would not have much force of law, more just a gentleman’s agreement.
